SUBJECT:
My dear

A.
Charter renewal application

Mr. Morris:

We were delighted to have your letter of January lath enclosing the
application for your Council for renewal of charter along with the accompanying reports and checks covering the charter fee of $75.00, payment of $262.50
on account of the National quota for which receipt is enclosed, and Scouter
registration fees amounting to $105.00.
In regard to the quota pledge, I want to express our appreciation for the
action taken by your Council, particularly, in having paid such a large proportion of your pledge at this time. I note that the balance of $87.50 will
be forwarded in November.
It was pleasing to note in one of your reports that you were able to show
an increase in membership last year and that a good start was made on Cubbing.
Many other phases of your work show progress.
I judge that consideration is being given to ways and means of strengthening a few of your committees which were not as active last year as might be
desired. I note that several did not meet at all during the year.

In connection with your training program, I feel confident that you are
planning to include courses in the elements of Scoutmastership and Cub leadership although I note that this is not indicated in paragraph 14 of your application. I judge this was an oversight.
It seemed to me that it might be well for your Court of Honor to make a
study of Scout advancement based on the record of the past three years. At
the end of the year 1952, your reports indicate that Tenderfoot Scouts constitute only 45% of your total membership. This figure has been increasing, however, and at the end of 1955 according to the figures just reported to us your
Tenderfoot Scouts constitute 60% of your membership. Another factor which has
a bearing on this matter is the fact that although you enrolled only 726 new
Scouts last year the number of Tenderfoot Scouts record8d at the end of the
year was 1104. Therefore, it appears that this rather substantial increase in
the percentage of Tenderfoot Scouts is not due, in this instance, to a large
enrollment <:>f new Scouts as is sometimes the case. It is because the reason
for this record does not appear on the s:urfe#cthat I suggest that a study be
made i f this has not already been done.
Turning to your financial report, I find that no figures have been given
in the second column headed 0 Special Receipts.• In regard to the revolving
~~ accountts coverdindginregthistfrairtiton and Scouwt supulpldies, you.hatve r eporthed ~e th

figures indicating the amounts received on these accounts as provided for
in the second column. In connection with the camping item, you reported
expenditures of $98.45 which I am inclined to think is the net cost to the
Council or the excess of expenditures over receipts. What we would like to
have are the figures indicating, first, the gross expenditures as provided
for in the first column and, second, total receipts from sources such as boyst...._fees, camp store, visitor~ meals, etc., as provided for in the second
column.

I wonder how publicity is handled as I note that no expenditures are
reported and nothing is included in your 1958 budget for this item. Furthermore, do you have no'transportation expenses? And, finally, what about item
#12 which relates to general Council activities such as circuses? You have
reported no figures for this item although I note that you operated a Councilwide camporee last year. Possibly you have included this under Camping. Will
you advise me on this point when replying?
I note particularly what you say in your letter pertaining to the registration cards for you.r Council members and wish to assure you that I will see
th.at there is no delay in this connection.
In conclusion, I want to thank you most sincerely, not only for having
forwarded your application so early in January, but, especially, for having
it so complete. This is a great help to us and I want you to know we appreciate your cooperation.

Sincerely yours~

FOR INTRA-ORGANIZATION COMMUNICATIONS
TO: Mr. Gordon Morris
Scout Executive, B. s. A.
Memphis, Tenn.
DATE: February 5, 1956
SUBJECT: Charter renewal application
My dear Mr. Morris:
We were delighted to have your letter of January lath enclosing the
application for your Council for renewal of charter along with the accompanying
reports and checks covering the charter fee of $75.00, payment of $262.50
on account of the National quota for which receipt is enclosed, and Scouter
registration fees amounting to $105.00.
In regard to the quota pledge, I want to express our appreciation for the
action taken by your Council, particularly, in having paid such a large proportion
of your pledge at this time. I note that the balance of $87.50 will
be forwarded in November.
It was pleasing to note in one of your reports that you were able to show
an increase in membership last year and that a good start was made on Cubbing.
Many other phases of your work show progress.
I judge that consideration is being given to ways and means of strengthening
a few of your committees which were not as active last year as might be
desired. I note that several did not meet at all during the year.
In connection with your training program, I feel confident that you are
planning to include courses in the elements of Scoutmastership and Cub leadership
although I note that this is not indicated in paragraph 14 of your application.
I judge this was an oversight.
It seemed to me that it might be well for your Court of Honor to make a
study of Scout advancement based on the record of the past three years. At
the end of the year 1952, your reports indicate that Tenderfoot Scouts constitute
only 45% of your total membership. This figure has been increasing, however,
and at the end of 1955 according to the figures just reported to us your
Tenderfoot Scouts constitute 60% of your membership.
It is because the reason
for this record does not appear on the s:urfe#cthat I suggest that a study be
made if this has not already been done.
Turning to your financial report, I find that no figures have been given
in the second column headed 0Special Receipts.• In regard to the revolving

Mr. Gordon Morris -2- February 5, 1958
figures indicating the amounts received on these accounts as provided for
in the second column. In connection with the camping item, you reported
expenditures of $98.45 which I am inclined to think is the net cost to the
Council or the excess of expenditures over receipts. What we would like to
have are the figures indicating, first, the gross expenditures as provided
for in the first column and, second, total receipts from sources such as -
boyst...._fees, camp store, visitor~ meals, etc., as provided for in the second
column.
I wonder how publicity is handled as I note that no expenditures are
reported and nothing is included in your 1958 budget for this item. Furthermore,
do you have no'transportation expenses? And, finally, what about item
#12 which relates to general Council activities such as circuses? You have
reported no figures for this item although I note that you operated a Councilwide
camporee last year. Possibly you have included this under Camping. Will
you advise me on this point when replying?
I note particularly what you say in your letter pertaining to the registration
cards for you.r Council members and wish to assure you that I will see
th.at there is no delay in this connection.
In conclusion, I want to thank you most sincerely, not only for having
forwarded your application so early in January, but, especially, for having
it so complete. This is a great help to us and I want you to know we appreciate
your cooperation.
DWL/avg
Sincerely yours~
