OCCUPATION OF FIELD (9)
(As of Dec. 31, 1931)

Name of Council ____________ State _ __
From the data furnished on this report for 1930 together with other data from the Census of 1930 there has been worked out a. new
basis for figuring Troop and Scout Density that takes into consideration the variations in the general distribution of population classified
as 1-Urban, 2-Urban-Rural, 3-Rural-Urban, 4-Rural. All communities under 10,000 population are classified as Rural in harmony with
the practice of the Institute of Social and Religious Research.
·
Annual Reports from each Council on the distribution of its Scouts according to the distribution of its population fs necessary in
order that it may be kept under its proper classification and that a correct coefficient of adjustment may be calculated for it.
These data are also important for determining effects of the Council's service to its "field" as shown by changes in Troop and Scout
membership in proportion to the distribution of its population. These data are of fundamental value to the Council checking its own results
and in planning its program of work and its budget.

In the group to the left, namely, "Cities 10,000 Population and Over," each such city in your
territory should be listed and the indicated information given for each. In the next two groups
"Towns 2,500 to 10,000" and "Villages Under 2,500," simply indicate the number of such towns in
your territory, their combined population· and the other requested information for the group as a
whole. In the last group, "Open Country," include all of the remainder of your territory not
covered in the three previous groups.
Scout Units should include Troops, Farm or Home Patrols, Lone Scout Tribes, and Sea Scout
Ships. Scouts includes all boys enrolled in the Scout Units just mentioned and all Lone Scouts.
Income refers to the amount contributed to the Council operating budget by the particular city
or group of communities as the Ca1le may be. The income data indicating the distribution of the
sources of your operating income will make possible a study of Council financing, which should
'prove exceedingly helpful to all Councils.

RACE DISTRIBUTION

*Negroes
Mexicans
Indians
Chinese
Japanese
Total Non-White

A large factor in many Council areas is that of race. We desire to take this into consideration
in calculating "densities" wherever it is of sufficient weight in the judgment of the Council to affect
the results of its work.
If the proportion of Negroes, Mexicans, Indians, Chinese or Japanese in your territory is a
handicap to the extension of Scouting, enter the number of the race involved in its proper place
on the Table above.
*DO NOT ENTER ANY RACE FIGURES IF YOU DO NOT CONSIDER THEM A
HANDICAP TO S.COUTING IN YOUR TERRITORY.

OCCUPATION OF FIELD (9)
(As of Dec. 31, 1931) D Name of Council ___________ State __ _
From the data furnished on this report for 1930 together with other data from the Census of 1930 there has been worked out a. new
basis for figuring Troop and Scout Density that takes into consideration the variations in the general distribution of population classified
as 1-Urban, 2-Urban-Rural, 3-Rural-Urban, 4-Rural.

"Towns 2,500 to 10,000" and "Villages Under 2,500," simply indicate the number of such towns in
your territory, their combined population· and the other requested information for the group as a
whole. In the last group, "Open Country," include all of the remainder of your territory not
I covered in the three previous groups.
A large factor in many Council areas is that of race. We desire to take this into consideration
in calculating "densities" wherever it is of sufficient weight in the judgment of the Council to affect
the results of its work.
*Negroes If the proportion of Negroes, Mexicans, Indians, Chinese or Japanese in your territory is a
Mexicans handicap to the extension of Scouting, enter the number of the race involved in its proper place
Indians on the Table above.
