The new population figures according to the 1930 Census present an opportunity to provide greatly needed information which
has long been desired by the entire Scout Field, including such matters as accurate information concerning density and the
opportunities for growth; a study of the distribution of Scouting not only in Councils of different types but in different sections
of the same Council, especially the urban and rural sections; the development of norms with reference to density and growth
more nearly related to the possibilities as indicated by population. There has long been a wide-spread desire for accurate data
of this kind, but particularly since the inception of the Local Council Index. The information for which the following tabulation
provides will constitute the basic data for'Such studies. If 1930 Census figures for your territory are not yet available to you, they
may be secured from the Statistical Bureau of the Boy Scouts of America.

the group as a whole. In the last group, "Open Country", include all of the
remainder of your territory not covered in the three previous groups.
Scout Units should include Troops, Farm or Home Patrols, Lone Scout

In the group to the left, namely, "Cities Over 10,000 Population", each
such city in your territory should be listed and the indicated information
given for each. In the next two groups "Towns 2,500 to 10,000" and "Villages
Under 2,500", simply indicate the number of such towns in your territory,
their combined population and the other requested information for
the group as a whole. In the last group, "Open Country", include all of the
remainder of your territory not covered in the three previous groups.
Scout Units should include Troops, Farm or Home Patrols, Lone Scout
Tribes, Sea Scout Patrols and Sea Scout Ships. Scouts includes all boys
enrolled in the Scout Units just mentioned and all Lone Scouts. •
Income refers to the amount contributed to the Council operating
budget by the particular city or group of communities as the case may be.
The income data indicating the distribution of the somces of your operating
income will make possible a stndy of Council financing, which should prove
