AMERICA ADMINISTRATION - JANUARY 1. 1973 - DECEMBER 31. 1973 MAJOR OBJECTIVES: Administer the council through the best available manpower in a manner that will produce the maximum effort ir. serving more boys with a better quality program. Priorities to be given to the following five areas; 1* 2. 3. 4. 5. PLANNING - Provide long-range and annual plans to insure continued growth and development of council. GROWTH - Provide a growth in units that will make Scouting available for a much higher parcentage of the available boys, concentrating in disadvantaged areas and the high school age youth. FINANCE - Provide the necessary fiaancsa to do the most effective job possible. SERVICE - Make every effort to constantly improve service to institutions, units, leaders and the community through active commissioner staff, operating committees, professional staff and council service center. COMMUNICATIONS - Keep the public informed on our program and our needs through all possible medl^., Keep all our Scouters informed on our total program needs, and strergclien oar partnership with institutions. PROGRAM; 1. Provide information, guidance, and the coordination necessary to make the unit leadership more effective through the executive board, operating committees, district committees, and commissioner staff. 2. Close coordination of council officers and committee chairmen with the districts. 3. Review and revise long range plans to make them realistic but challenging for a projection through 1975. Complete annual plan for council and all districts. 4. Increase density of boys served through: a. Maximum new unit organization (emphasise early in the year organization and together plans). b. Effective program to reduce number of dropped units. c. Well planned round-up program including "School Night for Scouting," 5. Plan a realistic budget - raise required funds through active support of S.U.N. and a well organized sustaining membership enrollment in all districts. 6. Recruit, maintain, and train a commissioner staff to adequately serve all units and institutions. 7. Make best possible use of office service center to give maximum service to the community. 8. Make best possible use of "Smoke Signals" as a communications tool to all Scouters. 9. Develop an effective year round program of Information and communication with the general public. 10. Improve our service to boys in our disadvantaged areas through guidance of inner-city committee. Develop a definite inner-city plan of operation. 11* Constantly work to open doors for new sponsoring institutions and other community resources. 12. OBJECTIVES; 1. To help units succeed. 2. To insure prwcpt - on time reregistration of our units. PROGRAM; 1. Recruit an adequate commissioner staff. 2. Train the commissioner staff, 3. Make regular,, purposeful visits to units. 4. Conduct Cub and Scout Routxdtable - interesting and informative* 5. Conduct a regular analysis of units and plan a program of action to correct any weaknesses. 6. Recharter units by scheduling and holding charter review meetings in each pack and troop. 7. To see that units meat: activity goal requirements, 8. Cooperate with district and council operating committees. 9. Make maximum use of Boypower !76 program. GOALS: 1. N.C. for every 3 units, 2. A.B.C. for every five N.C. 3. Meet the Boys' Life goal of 48.5% subscriptions for Cub and Scout membership. 4. 60% of units reregistering on time. (Boypower *73 Goal) CALENDAR; 1. Supervise advancement procedure to insure adherence to National requirements and standards, 2. To show Pack &nd Troops how to use the advancement program so that every boy gets full benefit fron it. PROGRAM: 1. Recruit adequate personnel on the advancement committee and to see that they are properly trained. 2. Keep adequate records so that we can determine where quality program is being offered and where help is otherwise needed. 3. Give assistance to those units who have little, spotty or no advancement. 4. Conduct a day of recognition for Eagle Scouts. 5. Promote religious awards. 6. In district with a low percent of boys advancing, conduct advancement clinic for Scouters. 7. Encourage th^ development of merit badge counselor lists and training of merit badge counselors throughout council. 3. Each candidate for the rank of Eagle must appear before and be approved by the Eagle Board of lieview of his district. To acquaint Scouters, sponsors, high school students, and the entire community x?ith the aims of Exploring. 2. To make the Explorer program available to every high school student who desires it with special emphasis on !!Career or special interest Exploring." 3. Build strong council and district Exploring committees. 4. Give guidance to the complete Explorer program and its operation* 5. Stay on target monthly in all aspects of Explorer Boy power goals. PROGRAM; 1. Conduct high school interest surveys in all high schools in spring, 2. From surveys determine the sponsors needed. 3. Stress the organization of additional Explorer units to meet the needs. 4. Train post leadership in all districts and provide a continual training program. 5. Develop an effective service to units and registration process. 6. Conduct two council program conferences semi-annually late March and October. 7. Conduct council and district Exploring Committee meetings. 8. Provide training and materials to post leadership on elected officer training CALENDAR; 1. Exploring Committee Meetings second llonday of each month. 2. Explorer Planning Conference late March and October. 3. Council Explorer Activities (Date and event to be set at October Planning Conference). 4. Meet the total needs for the council program by planning an adequate and realistic operating budget. 2. Provida for an improved program and an expansion to serve more boys by raising the budget. 3. Supervise the council financial program to keep expenditures within income. 4. Keep our Scouters and the public informed of our Eoy Scout Finance program. PROGRAM! 1. Active participation in and support of Shelby United Neighbors and West Memphis Community Chest. 2. Sustaining membership enrollment. Improve prospect list and upgrade giving. Batter informed prospects through public relations program. Emphasize leadership giving. 3. Promote project selling. 4. Planned program to cultivate "Friends of Scouting" members. 5. Meet the health and safety standards for every activity and canp conducted. 2. Encourage each unit to participate in physical fitness program. PROGRAM-. 1. Council a. Recruit b. To faniliarise Scov.t.ers with the literature of the movement arid with additional source material. 3. To chare with unit leader3 a knowledge of Scouting activities, skills, ceremonies and methods, used to help boys grov? in Scouting. 4. Stay on target nonthly in all aspects of Boypower '76 training goals. PROGRAM: 1. The council and district trill maintain detail and accurate training records of unit leaders and personnel. 2. Our training effort will be to meet the need when and whore it exists, 3. Recruit and train enough qualified instructors to do the job. 4. Alexander Sam Mays Ralph Young H. C. Shelton, Jr. Mike Ward Buddy Chapman INVOCATION: The invocation was given by Millen Darnell. MINUTES: The minutes of the previous board meeting were approved. TREASURER'S R3PORT; Council Treasurer Andy Wray told of some collection problems for operating Income. Shelby United Neighbors was behind on anticipated payments. West Memphis Community Chest payment was not expected until December and there had been some billing problems on sustaining membership. Mr. Wray told of steps being taken to improve collections including special letters to all sustaining members with past due payments. He anticipated that the council would be in good financial condition by the end of the year. Mr. Wray also reviewed the monthly financial statement. FINANCE; Bill Quinn, Chairman of the Finance Committee, told of work being done by executive board members to assist in the Shelby United Neighbors campaign. He also announced that organization for the 1973 sustaining membership enrollment was well underway under the leadership of Bill Jennings and Jim Long. ORGANIZATION AND EXTENSION; Sam Mays, Chairman of the Organization and Extension Committee, announced that the council was on target in all accountable items of Boypower goals. Mr. Mays expressed gratitude to Spence Wilson for his service as School Night Chairman. Outstanding results had been achieved through the School Night program with the best quality performance of any school night in history. A total of 2557 boys had been enrolled with follow-up still taking place. All but 264 boys who attended had been enrolled in units. He also expressed appreciation to Coach Bob Bass of the Menphis Tarns for his service as Round-Up Chairman. The total round-up program was also announced to the board by Mr. Mays. CAMPING; J. C. Ray, Chairman of the Camping Committee, reported on an Inspection made by the committee at Camp Currier, Necessary it mas of maintenance were scheduled to be done by the Order of the Arrow and during a special Scouters work day at camp. Recommendations were also to be made to several sponsoring Institutions relative to the repair of cabins at Camp Currier. �V Mr. Ray also reported that Dr. Jack Jemison was securing funds for a new fishing pier at Kamp Kia Kima. He reported that a recently completed inventory of materials at Kamp Kia Kima gave indication that the camp operation for 1962 should about break even financially. PUBLIC RELATIONS; Sam Mays gave a report on the council's exhibit at the Mid-South Fair. Thousands of children had crossed the suspension bridge errected by Scoutmaster Hal Poster and his troop. The Scoutmobile was'also a part of the display. Space for the exhibit had been paid for by Betty Jones Realty Company. President Morris congratulated the public relations committee for the excellent newspaper coverage Scouting had received. LEADERSHIP TRAIKISG: Ken Thomas, Chairman of the Leadership Training Committee, reported that a great amount of training was being conducted in all districts on the improved Scouting program. He also announced that Wood Badge men were becoming more active with a definite plan to promote Wood Badge training. NATIONAL JAMBOREE: Ken Thomas reported for the 1973 National Jamboree Committee stating that this committee was at work developing plans for this event. A special council contingent would participate and many regular chartered troops were expected to take part. ADVANCEMENT: Millen Darnell, Chairman of the Advancement Committee, announced that sponsors were being recruited for the 1973 Eagle Day. He passed out sponsor cards to board member HEALTH AMD SAFETY; Dr. Doug Hawkes, Chairman of the Health and Safety Committee, stated that his committee would follow-up on the Operation Reach program to make sure it was effective in a maximum number of troops. SPECIAL COMMITTEE REPORTS: Bill Quinn, Chairman of the Nominating Committee, and Manley Cox, Chairman of the Special Awards Committee, both reported that their committees were working and invited recommendations from board members. DISTRICT REPORTS; Reports on activities in their respective districts were given by the following Scouters: Manley Cox, Northeast District; Boa Beird, Southeast District; W. E. Wallin, Crittenden District. STAFF PERSONNEL: The Scout executive introduced MiKe Ward as the newly assigned district executive of the Northeast District. He also announced that Dick Daugherty had been employed to serve the Northwest District. �SPECIAL ANNOUNCEMENTS: The Scout Executive informed the board that President Bill Morris had recently been appointed as Chairman of the Manpower Committee for the Tennessee-Kentucky Area, Mr. Morris had also been appointed to the National Urban Relationships Committee and the National Cub Scout Committee. The board applauded the President for this recognition. Farris as Commissioner of the Crittenden District, TREASURER'S REPORT; Andy Wray, Council Treasurer, reviewed the March financial statement of the council with board members. SCQUTMOBILE: Mac Hunt, Chairman of Project Selling, told about successful work being done in the Scoutmobile project. He said that a mobilhome had been given by Ellis Poole and a truck to pull the home had been donated by Bud Davis & many other items had been donated on this project. Mr. Hunt said he was enthused about project selling and expected his committee to be successful in the selling of all special projects for the council. Ross McGill was called on to tell about the proposed operation of the Scoutmobile, He said that it would be used in the inner-city and rural areas to provide a meeting facility, leadership and program materials where these resources are not readily available He also said that there was still a great need for funds for personnel to operate the Scoutmobile. SCOUT SHOW: Olin Morris, Chairman of the Scout Show, told of plans for the council show to take place at the Mid-South Fairgrounds on April 21-22. He told of his committee organization and identified key committee members. He also reported on several special events which would include a special broadcast by Radio Station WLOK from the Scoutmobile, Mr. Morris invited participation of board members in this annual Scouting event. i �- 2ORGANIZATION AND EXTENSION: Sam Mays, Chairman of the Organization and Extension Committee, announced that the council was on target in all of its Boypower goals for the month of March. He said that good progress was being made in preparation for Operation Scoutreach to take place on April 27 under the leadership of Mr. Ed Smoot. Mr. Mays pointed out that there was a great need for more units in the council and said that his committee was pleased with the Scoutmobile project as a means of providing Scouting for more boys. FINANCE; Bill Jennings, Co-Chairman of Sustaining Membership, reported that the campaign was going well but there were many unworked cards. He felt that the sustaining membership enrollment would be completed in about another month. PROJECT S.O.A.R.; Don Beard, Chairman of Project S.O.A.R., announced that this project was underway for 1972 and that all unit leaders had been informed of the program, A special event related to this program would be Keep America Beautiful Day to take place on April 29. Many units had already indicated participation in this activity and many organizations in the council had agreed to assist. CAMPING; J. C. Ray, Chairman of the Camping Committee, reported that a committee was working on promotion of attendance at Kamp Kia Kimain order to have a full camp for the summer of 1972. He also said that all camp maintenance items were on schedule and that pre-camp inspection dates had been established with the Health and Safety Committee. Mr. Ray also announced an Order of the Arrow Ordeal planned for April and an area Order of the Arrow Conclave at Kamp Kia Kima in the month of May. PUBLIC RELATIONS: Jim Rout, Chairman of Public Relations Committee reported that his committee was organized and functioning. He told of a downtown window display on Scouting which would be permanent and contacts had been made tith all radio and TV stations. He said that it was the desire of his committee to maintain an attractive pictorial display of activities in the Scout Center lobby. ADVANCEMENT: Millen Darnell, Chairman of Advancement Committee, gave a report for his committee indicating an increase in advancements in almost all areas. He announced that for the first time in several years a black Scout had attained the Eagle rank. EXPLORING: Bill Sawtelle, Chairman of the Exploring Committee, reported that five Explorers from the council were presently attending the Explorer Presidents Congress in Washington, D. C. He also gave a progress report on the Rotary Club Exploring project stating that committee members had been recruited and were trained. An impact luncheon was scheduled for May 31 with Mr. Ed Gott, Chairman of the Board of U, S. Steel, to be the speaker. "AFFIRMATIVE ACTION" RESOLUTION Chickasaw Council haa long had a practice of nondiscrlmination, offering equal employment on the basis of relative qualifications and ability without regard to race, color, national origin, sex, age, or religion. The national council has requested that we officially affirm this as council policy in a resolution passed by the executive board. In so doing we are just adopting as official policy what we have been practicing. II. "PARA-PROFESSIONAL" AGREEMENT WITH NATIONAL COUNCIL In special funds can be obtained we would like to consider possible employment of one or more "Para Professionals." A para-professional is a person who is undereducated, underemployed, unemployed, or otherwise disadvantaged and who is indigenous to his work area. He would be able to communicate with those in the community where he lives and do professional type work under the direction of a regular staff member. His pay would be on an hourly basis. The national council requests that we sign an agreement that we will follow certain guidelines should we employ a para-professional. These guidelines are sound and in keeping with the program of service we would like to see with this type employment. Signing the agreement would entitle our council and the man employed to certain financial benefits from the national council. III. AGREEMENT ON PURCHASE OF TIRES FOR LEASED CARS The board may authorize the council to set up an account with Firestone Tire and Rubber Company for the purchase of tires for our leased cars at substantial discounts. Under this agreement we are in no way obligated to purchase tires from Firestone but we have a guaranteed discount honored throughout the country provided we cannot make better arrangements. �CHICKASAW COUNCIL, BOY SCOUTS OF AMERICA Serves 16,000 boys in over 600 units in Shelby County, Tenn.; DeSoto, Tate and Panola Counties, Miss, and Eastern half of Crittenden County, Ark. Council program is carried out by over 5,500 volunteers in eight geographical districts. All sponsoring institutions are represented on the council consisting of over 500 members. Priorities to be given to the following five areas; 1* PLANNING - Provide long-range and annual plans to insure continued growth and development of council. 2. GROWTH - Provide a growth in units that will make Scouting available for a much higher parcentage of the available boys, concentrating in disadvantaged areas and the high school age youth. 3. Complete annual plan for council and all districts. 4. Increase density of boys served through: a. Maximum new unit organization (emphasise early in the year organization and together plans). b. Effective program to reduce number of dropped units. c. Well planned round-up program including "School Night for Scouting," 5. Plan a realistic budget - raise required funds through active support of S.U.N. and a well organized sustaining membership enrollment in all districts. 6. Recruit, maintain, and train a commissioner staff to adequately serve all units and institutions. 7. Make best possible use of office service center to give maximum service to the community. 8. Make best possible use of "Smoke Signals" as a communications tool to all Scouters. 9. Develop an effective year round program of Information and communication with the general public. 10. Improve our service to boys in our disadvantaged areas through guidance of inner-city committee. Alexander Ralph Young Mike Ward Buddy Chapman INVOCATION: The invocation was given by Millen Darnell. MINUTES: The minutes of the previous board meeting were approved. TREASURER'S R3PORT; Council Treasurer Andy Wray told of some collection problems for operating Income. Shelby United Neighbors was behind on anticipated payments. West Memphis Community Chest payment was not expected until December and there had been some billing problems on sustaining membership. Mr. Wray told of steps being taken to improve collections including special letters to all sustaining members with past due payments. He anticipated that the council would be in good financial condition by the end of the year. Mr. Wray also reviewed the monthly financial statement. FINANCE; Bill Quinn, Chairman of the Finance Committee, told of work being done by executive board members to assist in the Shelby United Neighbors campaign. He also announced that organization for the 1973 sustaining membership enrollment was well underway under the leadership of Bill Jennings and Jim Long. ORGANIZATION AND EXTENSION; Sam Mays, Chairman of the Organization and Extension Committee, announced that the council was on target in all accountable items of Boypower goals. Mr. Mays expressed gratitude to Spence Wilson for his service as School Night Chairman. Outstanding results had been achieved through the School Night program with the best quality performance of any school night in history. A total of 2557 boys had been enrolled with follow-up still taking place. All but 264 boys who attended had been enrolled in units. He also expressed appreciation to Coach Bob Bass of the Menphis Tarns for his service as Round-Up Chairman. The total round-up program was also announced to the board by Mr. Mays. CAMPING; J. C. Ray, Chairman of the Camping Committee, reported on an Inspection made by the committee at Camp Currier, Necessary it mas of maintenance were scheduled to be done by the Order of the Arrow and during a special Scouters work day at camp. Recommendations were also to be made to several sponsoring Institutions relative to the repair of cabins at Camp Currier. V Mr. Ray also reported that Dr. Jack Jemison was securing funds for a new fishing pier at Kamp Kia Kima. He reported that a recently completed inventory of materials at Kamp Kia Kima gave indication that the camp operation for 1962 should about break even financially. PUBLIC RELATIONS; Sam Mays gave a report on the council's exhibit at the Mid-South Fair. Thousands of children had crossed the suspension bridge errected by Scoutmaster Hal Poster and his troop. The Scoutmobile was'also a part of the display. Space for the exhibit had been paid for by Betty Jones Realty Company. President Morris congratulated the public relations committee for the excellent newspaper coverage Scouting had received. LEADERSHIP TRAIKISG: Ken Thomas, Chairman of the Leadership Training Committee, reported that a great amount of training was being conducted in all districts on the improved Scouting program. He also announced that Wood Badge men were becoming more active with a definite plan to promote Wood Badge training. NATIONAL JAMBOREE: Ken Thomas reported for the 1973 National Jamboree Committee stating that this committee was at work developing plans for this event. A special council contingent would participate and many regular chartered troops were expected to take part. ADVANCEMENT: Millen Darnell, Chairman of the Advancement Committee, announced that sponsors were being recruited for the 1973 Eagle Day. He passed out sponsor cards to board member HEALTH AMD SAFETY; Dr. Doug Hawkes, Chairman of the Health and Safety Committee, stated that his committee would follow-up on the Operation Reach program to make sure it was effective in a maximum number of troops. SPECIAL COMMITTEE REPORTS: Bill Quinn, Chairman of the Nominating Committee, and Manley Cox, Chairman of the Special Awards Committee, both reported that their committees were working and invited recommendations from board members. DISTRICT REPORTS; Reports on activities in their respective districts were given by the following Scouters: Manley Cox, Northeast District; Boa Beird, Southeast District; W. E. Wallin, Crittenden District. STAFF PERSONNEL: The Scout executive introduced MiKe Ward as the newly assigned district executive of the Northeast District. He also announced that Dick Daugherty had been employed to serve the Northwest District. SPECIAL ANNOUNCEMENTS: The Scout Executive informed the board that President Bill Morris had recently been appointed as Chairman of the Manpower Committee for the Tennessee-Kentucky Area, Mr. Morris had also been appointed to the National Urban Relationships Committee and the National Cub Scout Committee. The board applauded the President for this recognition. The annual business meeting was announced to be held on November 16 and the Annual Recognition Dinner to be held on December 6, Respectfully submitted Jones B. Alexander for new position of Director of Finance, STAFF NEEDS: Long range plans project expansion of staff from present 16 to 22 by 1976. We are behind schedule. The only projected support staff position is a director of finance. All other proposed positions in staff expansion are for associate district executives. Continued growth in a district becomes difficult when a district executive carries a large number of units to serve. This condition presently exists in Eastern and Southeast Districts. A director of finance giving full time to the development of the council's finance program should be able to increase income to take care of his own salary and the salaries for additional men to work in the field. MINUTES: Minutes of the previous meeting were approved. COMMISSIONER'S REPORT: Council Commissioner Bob Baker reported on the April meeting of the council commissioner staff and stated that the commissioner staff was actively working on the Scoutreach program and had agreed to assist as Judges at the annual Scout Show. On the recommendation of Mr, Baker the executive approved the appointment of John E. Farris as Commissioner of the Crittenden District, TREASURER'S REPORT; Andy Wray, Council Treasurer, reviewed the March financial statement of the council with board members. SCQUTMOBILE: Mac Hunt, Chairman of Project Selling, told about successful work being done in the Scoutmobile project. He said that a mobilhome had been given by Ellis Poole and a truck to pull the home had been donated by Bud Davis & many other items had been donated on this project. Mr. Hunt said he was enthused about project selling and expected his committee to be successful in the selling of all special projects for the council. Ross McGill was called on to tell about the proposed operation of the Scoutmobile, He said that it would be used in the inner-city and rural areas to provide a meeting facility, leadership and program materials where these resources are not readily available He also said that there was still a great need for funds for personnel to operate the Scoutmobile. SCOUT SHOW: Olin Morris, Chairman of the Scout Show, told of plans for the council show to take place at the Mid-South Fairgrounds on April 21-22. He told of his committee organization and identified key committee members. He also reported on several special events which would include a special broadcast by Radio Station WLOK from the Scoutmobile, Mr. Morris invited participation of board members in this annual Scouting event. i - 2 - ORGANIZATION AND EXTENSION: Sam Mays, Chairman of the Organization and Extension Committee, announced that the council was on target in all of its Boypower goals for the month of March. He said that good progress was being made in preparation for Operation Scoutreach to take place on April 27 under the leadership of Mr. Ed Smoot. Mr. Mays pointed out that there was a great need for more units in the council and said that his committee was pleased with the Scoutmobile project as a means of providing Scouting for more boys. FINANCE; Bill Jennings, Co-Chairman of Sustaining Membership, reported that the campaign was going well but there were many unworked cards. He felt that the sustaining membership enrollment would be completed in about another month. PROJECT S.O.A.R.; Don Beard, Chairman of Project S.O.A.R., announced that this project was underway for 1972 and that all unit leaders had been informed of the program, A special event related to this program would be Keep America Beautiful Day to take place on April 29. Many units had already indicated participation in this activity and many organizations in the council had agreed to assist. CAMPING; J. C. Ray, Chairman of the Camping Committee, reported that a committee was working on promotion of attendance at Kamp Kia Kimain order to have a full camp for the summer of 1972. He also said that all camp maintenance items were on schedule and that pre-camp inspection dates had been established with the Health and Safety Committee. Mr. Ray also announced an Order of the Arrow Ordeal planned for April and an area Order of the Arrow Conclave at Kamp Kia Kima in the month of May. PUBLIC RELATIONS: Jim Rout, Chairman of Public Relations Committee reported that his committee was organized and functioning. He told of a downtown window display on Scouting which would be permanent and contacts had been made tith all radio and TV stations. He said that it was the desire of his committee to maintain an attractive pictorial display of activities in the Scout Center lobby. ADVANCEMENT: Millen Darnell, Chairman of Advancement Committee, gave a report for his committee indicating an increase in advancements in almost all areas. He announced that for the first time in several years a black Scout had attained the Eagle rank. EXPLORING: Bill Sawtelle, Chairman of the Exploring Committee, reported that five Explorers from the council were presently attending the Explorer Presidents Congress in Washington, D. C. He also gave a progress report on the Rotary Club Exploring project stating that committee members had been recruited and were trained. An impact luncheon was scheduled for May 31 with Mr. Ed Gott, Chairman of the Board of U, S. Steel, to be the speaker. "AFFIRMATIVE ACTION" RESOLUTION Chickasaw Council haa long had a practice of nondiscrlmination, offering equal employment on the basis of relative qualifications and ability without regard to race, color, national origin, sex, age, or religion. The national council has requested that we officially affirm this as council policy in a resolution passed by the executive board. In so doing we are just adopting as official policy what we have been practicing. II. "PARA-PROFESSIONAL" AGREEMENT WITH NATIONAL COUNCIL In special funds can be obtained we would like to consider possible employment of one or more "Para Professionals." A para-professional is a person who is undereducated, underemployed, unemployed, or otherwise disadvantaged and who is indigenous to his work area. He would be able to communicate with those in the community where he lives and do professional type work under the direction of a regular staff member. His pay would be on an hourly basis. The national council requests that we sign an agreement that we will follow certain guidelines should we employ a para-professional. These guidelines are sound and in keeping with the program of service we would like to see with this type employment. Signing the agreement would entitle our council and the man employed to certain financial benefits from the national council. III. AGREEMENT ON PURCHASE OF TIRES FOR LEASED CARS The board may authorize the council to set up an account with Firestone Tire and Rubber Company for the purchase of tires for our leased cars at substantial discounts. Under this agreement we are in no way obligated to purchase tires from Firestone but we have a guaranteed discount honored throughout the country provided we cannot make better arrangements. CHICKASAW COUNCIL, BOY SCOUTS OF AMERICA Serves 16,000 boys in over 600 units in Shelby County, Tenn.; DeSoto, Tate and Panola Counties, Miss, and Eastern half of Crittenden County, Ark. Council program is carried out by over 5,500 volunteers in eight geographical districts. All sponsoring institutions are represented on the council consisting of over 500 members. Council elects an executive board of TO members to adminster the council program.
