I.

Boy Scouting ranks include Second Class,
First Class. Star, Life, and Eagle.

Two-Deep Leadership. Total units with two-deep
leadership, twenty-one years of age or older and
qualified to succeed the unit leader.

In Exploring. include all Boy Scout ranks, Sea
Exploring awards, and Air Exploring ratings
and awards ..

2a. Top Leaders with Basic Training. Total units
whose top leaders have completed basic training.
b. Units with Junior Leader Training Program.
Total units that set goals in junior leader training. Junior leader training can be provided on a
council, district, or unit basis.

b. Troops with 40% (or more) First Class. A troop
qualifies if at the end of its charter year at least
40% of the number of boys with which it started
the year are First Class or higher.
6.

3a. Commissioners. This goal is for the total number of commissioners - district, assistant district,
and neighborhood.

7. Units (Total Net). The objective is to increase the
total number of units. An increase in new units,
while significant, does not guarantee a net increase. We should take into consideration not
only new and separated-reregistered units, but
improvement in the lapsed unit situation and a
reduction in separated units.

b. Commissioners with Basic Training. Total completing district or neighborhood commissioner
training.
4.

Units Meeting the Standard for Outdoor Activities.
The measure for packs is that they conduct
outdoor summer pack meetings.
The measure for troop outdoor activity is
that the troop qualify for the National Camping
Award.

8.

Rechartered Units. The goal is to increase the
total number of units that reregister. Units that
are separated and then reregister within twelve
months should be included in the total.

9.

Boy Membership. The goal is to show an increase in each of the three Scouting programs.
Membership goals should be based on density
and on boy-population data, rather than on a
straight percentage increase figure. It is our
responsibility to bring Scouting to every available boy. Use only total figure for determining
awards.

10.

Units Qualifying for National Recognition. Count
each unit that qualifies for the special seal on its
unit charter.

Explorers should have the opportunity to participate in at least five days and five nights of
trips and Explorer activities away from home
each year.
Sa. Advancement in Rank. Count total number of
advancements in rank during the calendar year.
This can be gotten from the reports of Cub Scout
achievements and from board of review reports.
In Cub Scouting, ranks include Wolf, Bear.
Lion, and Webelos.

Boys· LIFE Subscribers. Show total number of
Cub Scouts, Boy Scouts, and Explorers who subscribe to Boys' LIFE.

I. Two-Deep Leadership. Total units with two-deep
leadership, twenty-one years of age or older and
qualified to succeed the unit leader.
2a. Top Leaders with Basic Training. Total units
whose top leaders have completed basic training.
b. Units with Junior Leader Training Program.
Total units that set goals in junior leader training.
Junior leader training can be provided on a
council, district, or unit basis.
3a. Commissioners. This goal is for the total number
of commissioners - district, assistant district,
and neighborhood.
b. Commissioners with Basic Training. Total completing
district or neighborhood commissioner
training.
4. Units Meeting the Standard for Outdoor Activities.
The measure for packs is that they conduct
outdoor summer pack meetings.
The measure for troop outdoor activity is
that the troop qualify for the National Camping
Award.
Explorers should have the opportunity to participate
in at least five days and five nights of
trips and Explorer activities away from home
each year.
Sa. Advancement in Rank. Count total number of
advancements in rank during the calendar year.
This can be gotten from the reports of Cub Scout
achievements and from board of review reports.
In Cub Scouting, ranks include Wolf, Bear.
Lion, and Webelos.
Boy Scouting ranks include Second Class,
First Class. Star, Life, and Eagle.
In Exploring. include all Boy Scout ranks, Sea
Exploring awards, and Air Exploring ratings
and awards ..
b. Troops with 40% (or more) First Class. A troop
qualifies if at the end of its charter year at least
40% of the number of boys with which it started
the year are First Class or higher.
6. Boys· LIFE Subscribers. Show total number of
Cub Scouts, Boy Scouts, and Explorers who subscribe
to Boys' LIFE.
7. Units (Total Net). The objective is to increase the
total number of units. An increase in new units,
while significant, does not guarantee a net increase.
We should take into consideration not
only new and separated-reregistered units, but
improvement in the lapsed unit situation and a
reduction in separated units.
8. Rechartered Units. The goal is to increase the
total number of units that reregister. Units that
are separated and then reregister within twelve
months should be included in the total.
9. Boy Membership. The goal is to show an increase
in each of the three Scouting programs.
Membership goals should be based on density
and on boy-population data, rather than on a
straight percentage increase figure. It is our
responsibility to bring Scouting to every available
boy. Use only total figure for determining
awards.
10. Units Qualifying for National Recognition. Count
each unit that qualifies for the special seal on its
unit charter.

ANNUAL RECOGNITION DINNER
Continental Ball Room
Hotel Peabody
December 12, 1960, 7:00 P. M.
THE VOLUNTEER SCOUTER
The recognition banquet is dedicated to all volunteer
Scouters of Chickasaw Council who, through their dedicated
and untiring efforts, have provided our boys
with an opportunity for religious, tDJral, mental and
physical development.
Leadership such as yours, using the high ideals of the
Scout Oath and the Scout Law, will provide a generation
of young men with high character, integrity,
vision, and industrious ability to perform any task
regardless of magnitude. Your contribution of time
and financial support, together with your trained
leadership is deeply appreciated by your council.
I personally wish to commend each and every Scout
leader and Scouter on your devotion to youth. Please
accept my gratitude for providing a challenging opportunity
to all boys in the Boy Scout program.
